Well it's folly to think there is only one way to do any given thing, but here's my two cents.
From my basic understanding, a talisman/amulet is more or less a sigil with some physical permanence (as opposed to a sigil that is destroyed after charging to achieve a one-off effect). This is for obvious reasons. A sigil with physical permanence results in a spell with permanence. These are trinkets you'd use for things such as protection, luck, etc. etc.
So basically you need to know how to make an effective sigil (I won't get into detail but there are vast resources on the web on sigilization) and somehow scribble it into a piece of solid material (cut it into clay and then bake it perhaps, or whittle it into a wood talisman, whatever floats your personal boat) and to charge it, well, this normally involves reaching a state of gnosis with the sigil in mind and then discarding the used sigil both physically and mentally. The best thing to do with these permanent ones however is to put it in a place you will see it EVERY DAY. Eventually your conscious mind will cease to even notice its existence but your unconscious will drink it in every time it's within eyeshot. This means you can't hang it 'round your neck or stuff it in your purse or something.
Again, there is never just one way to do something. So don't take my word as some kind of Gospel. Ask around on other websites, get opinions of individuals more qualified than myself. Hope this helped.

You can make talismans that are meant to be hidden and forgotten about as well, or worn until the purpose is achieved and then put them away until next time, and they don't always include a sigil.
Depending on the purpose of your spell, you can make a sigil, or you can take a few components that are associated with your purpose. To make a talisman for safe travel, you could take a few components associated with Hermes/Mercury or another god that watches over travelers, or even just the components that are themselves associated with travel and make them into some kind of trinket. To curse someone with a talisman, you could make a trinket with more "negative" components and then bury it under the person's house.
Different herbs, woods, metals, twine and all kinds of things can be used to make a talisman. Beads and crystals. It all depends on your purpose, and what paradigm, if any, you subscribe to.
