Possible solution to sleep problem.

At night you put a cookie on your nightstand.
Channel all your energy into the cookie so that you become tired.
Next morning. Eat the cookie, get your energy back.
What do you think?
Could this work?

Sorry, but that sounds like a terrible idea. Constantly draining yourself of enough vital energy to make you fatigued and then re-intaking that energy upon waking sounds like it would wreak havoc upon your energy body and nervous system - assuming you can drain yourself of that much energy in the first place.
Besides, while it's true that a lack of vital energy (or a dysfunction within it's system) will result in fatigue and a temporary excess of external vital energy being taken in will result in wakefulness, the actual total quantity of vital energy within your body isn't necessarily what determines how physically awake/tired you are at any stage. It's much more complicated than that. Otherwise, yogis and chi kung masters would never be able to sleep as they accumulate more and more vital energy over years of practice. Rather, the intake of fresh vital energy, it's proper circulation throughout the body and the expulsion of stale or stagnant energy will to allow your body's various functions to operate properly - including the circadian rhythm. You should be aiming for a steady accumulation of energy which is properly circulated and stored.

Can I drain myself of "being awake" mentally, without actually effecting my vital energy?

Have you tried basic meditation? If your problem is lying in bed with your mind racing, then learning to control your thoughts and clear your mind should help with the problem.

My mind is pretty mellow, it's my body that still has to much energy when I want to sleep. And the body thinks it time to go to the gym, clean the house and read a book.

I already do. But at around 11pm my body thinks its time for round two.

Grounding, clearing and centering are foundational skills. Most usually learn them in either wicca 101 books or meditation techniques. It's a natural way to ground out the excess energy from the day without depleting yourself.
A real world example of this is to scuff your sox (while on your feet) over a carpet until you have enough static built up to spark someone with a visible spark. Instead of touching metal or a person or anything conductive (which will hurt both of you) place your hand on a piece of wood. You can feel the excess energy leave you and then when you grab the pull chain for the light it does you no harm or spark.
By draining yourself into a cookie and then eating it in the morning - that carries risks that can be catastrophic if you don't do it correctly. You also run the risk of having the energy you reabsorb corrupted by what it's stored in. You may end up eating the properties of wheat and chocolate on a day that you want to break things.
I remember writing out the Tree Meditation somewhere here. Perhaps it can be found with the search function. I simply don't have the time to go looking for it.

Idea number 2.
Draw a sigil with the word sleep. make cookie. draw the sigil on the cookie. Eat it. Sleep.
I don't necessary like this, because I don't like to draw anything into me. But just from a theoretical standpoint. Could this work?

How do you expect to drain your energy? Seems like a cool ritual to mem my trick is going to the gym after dinner then I'm super sleepy when I get home.

Honestly, the only problem I see with using the cookie to store energy is that i never had much success storing energy in food/drink.
The theory of the spell is sound for dealing with periodic insomnia. I would go for a rock rather than food, but the principle is sound.
I may be mistaken, but as far as I can tell vital energy and restless energy are not quite the same thing. I have been using hematite for years to drain off general restlessness and negativity for years, let it sit and cleanse in the rock, then pull the purified energy back in on a day when I feel the need for a boost without serious consequences I can see.
