Assistance identifying a figure

There's a figure which has been appearing in my dreams for months now, but won't identify herself. She sometimes appears as a woman without a face, and is sometimes accompanied by a scruffy, thin, sick-looking cat. She isn't threatening, but she acts amused, as if she's having a joke at my expense. She seems to come and go as she pleases, and I am unable to make her appear through suggestion or meditation or lucid dreaming. However, I think I just received a big hint. In my last dream she had a face (not one I recognized), which I take to mean she's revealing herself. She picked up an arrow and said, "Lies and rumour spread like the water; truth comes as an arrow." Then she laid down on her back on a stone bier as if she was dead with the arrow in her two hands, held horizontally across her belly.

I have no idea what this means, but the symbolism seems strong. Anyone have any ideas?
