I'm new to meditation, and today i was meditating to the sound of the ocean, and after about 15 minutes, i felt my shirt start to wave around my body. what could this be?

My guess is that you slipped into a trance-like state and this was a hypnogogic hallucination.

i would agree with mmothra
the best thing you can really do when experiencing something like this is let the sensation arise, notice it, and continue practicing.
being aware of what thoughts you may of had as a result of the experience, may be a helpful reflection to take.
like each fresh breath, these things come to be, and pass, in the present moment.
experiencing phenomena such as this, can be a practice all on it's own,
but in my experience, i've never found a useful place for it besides being able to tell people, "hey, this exists."
