The first is a twisted tic-tac-toe board
The second is the section sign (§)

If you suspect they have a magical meaning, nobody will be able to tell it but they creator.

I've seen the tic-tac-toe board (or, more specifically, hashtag) described as the linking sigil of the internet mind. Bridging concepts together, spreading like a virus. Interesting take on it. The section sign I've never seen used magickally
