Ouija can not answer you questions because she is only a tool. Ghosts answer questions using the Ouija.

No, it is not safe. Only low spirits come to the Ouija, evil spirits, always lying, dead people, very often alcoholics.
None Fallen Angel nor any angel of the Kingdom of Heaven will not be talked to by this device since the Ouija should defy their dignity.

A gun is a perfectly safe tool to use if you know how to handle it. But we don't hand guns to babies, small children, retards or mentally ill.
The same goes with the ouija. If you know how to use it, when to use it and where to use it, it can be a good tool to communicate with some spirits. But if you don't know what you are doing, you might as well just pick up a gun and shoot yourself. It's easier, and you will definitely get in contact with the dead.

If you know how to use the ouija board, it can be useful, but still not without risks.
Personally, I find the problem is most people treat it like a game, borne from curiosity; they'll gather around a board, touch the planchette, and utter the cliche: 'is anyone there'? It's best to think of the ouija board like a door. If you take all precautions, you can send out an invite to a specific person, wait by the door, and let them in (once checking it's them), and have a lovely afternoon . . . if you don't take precautions, it's different, because then you're throwing open your front door, screaming out "is anyone there", and - eventually - walking away with your door wide open.
If you open your door and ask for random people to befriend you, you're opening yourself to trouble, because chances are there'll be a dangerous person in the midst of the public . . . just like, if you leave your front door open (as most people don't know how to properly put away such boards), you're welcoming anyone to walk in and rob you blind. You have to have full control over that door and common sense.
Frankly, I wouldn't so much as have one in my house, let alone use it.
