The correct solution should be known to anyone (including the "heir") who pays attention to II:74-76 and II:21 in the Book. Notice that the sentence in II:75 states that the previous verse has to do with the code in II:76 by using the word "aye" meaning "yes." One who lives long and desires death so much is the King Among the Kings.. Yes! Just listen to this cipher and learn why!

This puzzle is, in a sense, a test to show how much youre able to be wrapped up in meaningless, utterly banal trivia. Im not saying that was its intent, but it certainly was its effect. Ive read probably over 20 "keys," all of which were convinced they had it. Theyre all inconsistent, stupid, and never 'solve' anything. Usually they end up making it equal 418 or something like that.
In reference to the one who comes after who will find the Key of it all... Crowley thought this was Frater Achad ("the one") who found the Key of it, being AL.

He told me he asked Lon Milo Duquette if he would be conferred as a Ninth Degree for having solved to code (you know, as recognized by the OTO)
Duquette said, "HELL NO!!!" (it was an emphatic "hell no")
He then told me that he debated Duquette and the OTO in Portland about it for a little over a year now...
saying that The Book of The Law said that the one who solves it should be pronounced Crowley's "Heir" and "Magickal Successor"...
that would make him the Heir Apparant of the OTO Kingdom...
uh...
or so it is said in The Book of the Law.
too bad the OTO and Duquette do not recognize it as such.
And which is why he said he will not give it to ANYONE unless he should be-by virtue of it's revelation-appointed Heir (like the Book more than clearly states)
I asked him how he felt about this, and...
he's rather insistent on the idea that the OTO is not recognizing the words they swear by in their Book of Law and is outing them about it on the internet in MANY, MANY places all across the web (you know, some of the more popular occult sites that achieve the biggest audiences)

Whether he's a bullshitter or not...
I found it rather interesting how he found out (I guess, for us all) that the OTO will not recogize the one who solves the code as "Heir Apparant" or confer the Ninth Degree on him.
Which is curious, in and of itsel, how a complete bullshitter found all of this out.
And that's basically saying: the ones who call themselves OTO today do not recognize certain verses in The Book of The Law (their Holy Book)
